College Hall is a residence hall within the Parker complex. The Parker complex is composed of traditional corridor-style hallways. Only male residents live on the first floor and only female residents live on the second floor. Lounges can be found in the basement level, as well as a microwave oven, a study lounge with a computer lab, and a kitchen with a lounge area. Located on the first and second floors are small laundry rooms equipped with washers and dryers, as well as a recycling area. Vending machines are also located on the first floor.

College Hall offers a very close-knit community near the academic buildings. College Hall is five minutes away from Main Street in New Paltz and is the closest hall to the village.

The academic section of College Hall houses the Honors Center, as well as the offices, practice studios and clinics for the music and music therapy programs. Located at the center of the first floor of the Music Building is the Max and Nadia Sheppard Recital Hall.

Originally called the College Union, College Hall first served as the social and cultural center of campus. The building consisted of numerous lounges and dining facilities. A music room, reading room, mail room, and snack bar all contributed toward leisure time activities.
